MODIFICATION TO PLAYER TRANSFER RULE FOR

U-14 THROUGH U-19 TEAMS PARTICIPATING IN 2006 STATE CUP

 

In accordance with the November 13, 2005 modification to the CYSA player transfer rules, for State Cup play only, U-14 through U-19 teams will be allowed up to 5 transfers per team in order to conform with the US Youth Soccer National Cup rules. 

 

Because the rule modification applies only to teams those teams participating in the National Cup Championship Series (including CYSA State Cup and Region IV Championships) a procedure has been established to implement the 4th and 5th transfers onto a team. 

 

Team officials should be aware that the 4th and 5th transferred players are only permitted to participate in State Cup and National Championship Series games.  The 4th and 5th transferred players may not participate in league play, CYSA Tournaments, tournaments or events sanctioned by another State Association and that the restriction will continue to the end of the seasonal year with this team, including any events in which the team participates following the conclusion of the State Cup/National Cup participation.

 

The procedure/authorization form for the 4th and 5th transfers can be found in the forms section of the CYSA website. This form must be signed by the player, parent, accepting coach and accepting league and accompanied by the Player Transfer Form 1610 in order to initiate the transfer.

Youth to Provisional Senior Information

This is the time of year when many new youth teams are forming.  Because it is more prevalent than ever for youth players to also participate on adult (senior) teams, we are asking for your cooperation in our efforts to safeguard our players' youth eligibility.

 

It is essential that we inform the players, as well as the coaches of these youth players, of the potential negative consequences that can befall them and their youth team if the proper protocol is not followed. Failure to follow the procedure can lead to disqualification of the player and forfeiture of any games in which their youth team participated.

 

Please refer to CYSA Bylaws sections 3:05, 3:06 and CYSA PIM 78-4 and PIM 90-1 for clarification of these rules regarding youth players participating with or against senior (adult) players.

 

In order for a youth player to participate and/or register with an adult soccer organization the Youth to Provisional Senior form (form 1612 revised 1/2004) must be completed. This requirement applies to any player that qualifies to register as a youth player. In accordance with current policies, if the youth player is not currently registered or rostered with a youth team, the youth player must still obtain approval from their District Commissioner/Registrar in order to protect any future consideration for playing at the youth level.

 

Form 1612 (rev. 1/2004) may be obtained from the youth league registrar or on the CYSA web site. Any prior revisions of the form are now obsolete. It is the player's responsibility to obtain all of the necessary signatures prior to submitting it to the CYSA State Office.

 

It is the responsibility of the league to ensure that their players and coaches are aware of this policy.  Please make sure you share this information with each of your coaches who may have players who plan to register or participate as a senior player.

Attention to ALL League & Club Registrars

Effective 04/04/2004 the CYSA State Board of Directors had made a policy change to PIM 88-4 PROPER MEMBER PASS.  The change is ALL members are no longer required to sign the US Youth Soccer Member Pass.  Members are i.e. Players, Coach, Assistant Coach, Manager & Team Assistant. 

 

PIM 88-4 (Rev. 04/04) PROPER MEMBER PASS

A proper member pass is a US YOUTH SOCCER MEMBER PASS containing the following information:

Front:  Member’s name, Birthdate (player’s only), Team name, Team number, Age Group, Seasonal Year, CYSA I.D. number, State Association name, Member title i.e. Player, Coach, Assistant Coach, Manager or Team Assistant.

Back:  Current photo (approximately 1” by 1-1/2” glued onto pass in upper left hand corner), League Registrar’s signature or stamp on appropriate line.

All member passes used for inter-league play, tournaments or Cup play must have the District Commissioner/District Registrar’s stamp across the picture and a Seasonal Year stamp.  These member passes must be completely laminated in plastic with no open ends or sides.
